PLANNING BOARD
MEETING MINUTES
July 19, 2005
.The meeting opened at 7:02 PM with the following members in attendance: Helmut Busack, Chairman; Don Bormes, member; Dick Gardner, member; Jim Wells, alternate; Carmine Cioffi, alternate, made member in place of Ralph Carter (absent); James Cianci, alternate; Guy Guinta, Selectmen Representative in place of Andrew Livernois (absent) and Dave Lorch, Town Planner.
Action on Minutes-postponed until later in meeting.
New Business:
A. Subdivision application PO5-SO5, David and Tina Carey, 309 Roxbury Road, Ron Johnson gives a brief presentation of the proposed subdivision. The applicants have State subdivision approval. Carmine Cioffi makes a motion to accept application as complete. Don Bormes seconds the motion. Vote: Unanimous. Motion passed.
Helmut Busack makes a motion to grant subdivision approval for map 5 lot 1-1, identified on the plan entitled "Subdivision Plan for David and Tina Carey" designed by Harold Johnson, Inc.
Don Bormes seconds the motion. Vote: Unanimous. Motion passed.
B. Subdivision application PO5-SO6, Steven, Sharon and Annette Archibald, 905 New Hampton Road. Applicants not present. The agenda item was put off to later in the meeting.
C. Memorandum from the Morrison Road Association dated July 11, 2005 with cover memo from Administrator Kneuer. There will be a special meeting set tentatively for Thursday or Friday of next week with the Board of Selectmen, Planning Board, Town Counsel, Morrison Road Association and Dave Lorch, Town Planner. The special meeting will be to formally respond to this memo.
Old Business:
A. Country Oaks Retirement Community, update of 2 studies.
Traffic Study- Cost summary submitted by Lorie Rauseo. Ms. Rauseo states that she does not want to be responsible for assessment of Turkey Bridge as she is not a structural engineer.
Wetland Impact Study- James Gove states that he will do the study as soon as he has a copy of the site plan. The study can be done in a month.
Open Discussion- The Chairman conducted an open discussion between the Planning Board and the audience. The groups main concern seems to be the adequacy of Turkey Bridge to access the development for life saving equipment as a one lane bridge vs. a 2 lane bridge. Also there is some concern about some areas of Brook Rd., Prescott Rd., Hale Rd. and Morrison Rds. and their capability to support two lanes of traffic. Dick Gardner would like to add under Task 5 in the Traffic Study- including the service adequacy of the 1 lane Turkey Bridge. Also the Board would like to include- review of bottlenecks of all access rds. where they go from 2 lanes to 1 lane. The Board also wants to get the State Report on the structure of Turkey Bridge.
On the Wetland Study, the Board would like to add- Concerns: How snow removal will affect immediate aquafirs and the neighboring well systems. It was stated that the Conservation Commission has no issue with the wetlands.
B. Thompson Cluster Development- review of the standard subdivision layout.
William Philpot (attorney) feels that their obligations have been fulfilled.
Dick Gardner makes a motion that the Planning Board retain a qualified land use expert/engineer to determine the conformity of the standard 18 lot subdivision plan to the Sanbornton Zoning Ordinances- as well as the Open Space Zoning Article 4T 3C1. Don Bormes seconds the motion. Vote: 4 for and 1 against. Motion passed. William Philpot asks what will be done to retain the expert/engineer. The Board will request LRPCs input on possible qualified candidate. Dave Lorch will contact LRPC for qualified candidate. He will get a quote for price and get back to the Thompsons and we will follow up at next workshop meeting if we get the information needed. If not, the follow up will be at next regular meeting.
Other Business:
A. Home Occupation Review- Going to BOS meeting.
B. Review 2006 PB Budget- Would like to add another line for Master Plan Update- $10,000. Also would like to add Secretary (20 hrs PB and 20 hrs BOS).
C. Town Cemetary- Andrew Livernois absent. No presentation made.
Planners Update:
A. Are duplexes allowed in General Residential District. No, General Residential allows single family dwellings only.
