MEETING MINUTES
SANBORNTON PLANNING BOARD
APRIL 5, 2007


The meeting opened at 7:02 pm with the following members in attendance: Helmut Busack, Chairman; Don Bormes, Vice Chair; Cindy Merchant, Alternate and Bob Ward, Town Planner.

1. Role Call
Members present as listed above.
Absent: Andrew Livernois, Selectmen’s Representative; Ralph Carter, Member; Dick Gardner, Member; Carmine Cioffi, Alternate and Peter Dascoulias, Alternate.

2. Seating of Alternates
Cindy Merchant was seated for Ralph Carter.

3. Action on Minutes
Action on minutes was tabled until next meeting.

4. Old Business
a. Review Appendix B & C of Sanbornton Subdivision Regulations
Bob Ward presented the Board with copies of Appendix B, Town Road Design Standards, and Appendix C, Private Road Design Standards, of the Sanbornton Subdivision Regulations for review and approval. He explained the various classifications of roads in Appendix B (service, local, collector, and arterial) and the minimum standards for each. Don Bormes questioned how these standards compare with State standards. Bob Ward explained that the Town standards are stricter in some areas. The higher standards are the ones that will be enforced. Cindy Merchant asked what the Town standards are at this time. Chair Busack stated that there are no current standards in effect in the Town subdivision regulations. Bob Ward stated that he will check with the Highway Department to see what is currently being used. Don Bormes made a motion to accept Appendix B, Town Road Design Standards, as presented. Seconded by Cindy Merchant, all in favor, motion passed.
Bob Ward stated that Appendix C will only come into play if Private Roads are going to be allowed. He further stated that Private Roads are an asset to the Town if built to Town standards.  This will save the Town considerable money for maintenance. Bob Ward asked if it would be mandated that all new roads in a subdivision be private roads or if it would only be an option. Chair Busack stated that he feels all new subdivision roads should be private stating that private property equals private roads. Bob Ward suggested that two categories of Private Roads be outlined in Appendix C to include both private service roads and private collector roads.
Cindy Merchant made a motion to accept Appendix C as amended, seconded by Don Bormes. All in favor, motion passed.

b. Update other sections of Sanbornton Subdivision Regulations.
Bob Ward stated that revision of a couple of sections of the subdivision regulations was needed to incorporate suggestions made by the Planning Board’s attorney, Bernie Waugh. These revisions further clarify the section on Conservation Easements, Building Lot Design and Access, and ADA compliance in regards to sidewalks.
Cindy Merchant made a motion to accept the final wording of the proposed amendments to the Town of Sanbornton Subdivision Regulations as revised, seconded by Don Bormes. All in favor, motion passed.
Bob Ward asked for the Board’s input as to when a Public Hearing on the proposed amendments to the Subdivision Regulations should be scheduled. Don Bormes stated that he would like to have this completed prior to Town Meeting. The Board decided to schedule the Public Hearing on the proposed amendments to the Town of Sanbornton Subdivision Regulations for Thursday, April 26th at 7:00pm.

6. Other Business
a. Discussion re: sign-in sheet for public attending meetings
Bob Ward presented the Board with sign-in sheets that had been used at prior Planning Board meetings in 2000 and 2001. Chair Busack stated that the sheets were used for a public record of individuals who wished to speak at the meetings.
Don Bormes made a motion to accept the use of the sign-in sheet for meetings, seconded by Cindy Merchant. All in favor, motion passed.

b. Review final wording of Town Warrant pertaining to proposed Zoning Amendments.
Bob Ward presented the Board with the final wording on the Zoning Amendments which will be placed on the ballot for Town Meeting.

5. New Business
a. Approval of Planning Board 2007 membership dues for NH LOGIN “list serve”.
Bob Ward stated that this is a service provided by the Local Government Center that enables users to review what other Towns are doing in regards to various municipal government and planning matters. The Board agreed that the membership should be renewed as long as the fee was not in excess of $25.00.  NOTE:  The exact fee is $15.00.

7. Planners Update
a. Channel Marine
Bob Ward stated that there is a request from Channel Marine pertaining to a boat dealership review process by NH DMV.  Channel Marine, an existing business located on Route 3, has requested that the Planning Board verify compliance with all planning and zoning regulations. He stated that a letter, on Town letterhead, is needed as part of the review process and that Channel Marine is currently in full compliance. Chair Busack signed the letter to be sent to the applicant.

b. ZBA
Don Bormes stated that the ZBA would like the Town Planner to attend a ZBA meeting to explain the rationale supporting the proposed amendments to the Zoning Ordinance. Chair Busack stated that Don Bormes is a member of the ZBA as well as the Planning Board and that he can explain these to the ZBA or that the ZBA can request a joint meeting with the Planning Board. Bob Ward suggested inviting the ZBA to attend the Planning Board Workshop meeting on May 3, 2007.  The Board agreed and asked Bob to invite the ZBA to the workshop for that date.

7. Meeting Adjournment
Don Bormes made a motion to adjourn, seconded by Cindy Merchant. All in favor, motion passed.

Meeting adjourned at 8:53 pm.
