MEETING MINUTES
SANBORNTON PLANNING BOARD
April 3, 2008

The meeting opened at 7:05 pm with the following members in attendance: Don Bormes, Vice Chair; Steve Ober, Selectman’s Representative; Dick Gardner, Member; Carmine Cioffi, Member; Terry Lewis, Alternate; and Bob Ward, Town Planner.

Absent were: Helmut Busack, Chairman; Cindy Merchant, Alternate; Evelyn Auger, Alternate and Peter Dascoulias, Alternate.

2. Seating of Alternates
Terry Lewis was seated for Helmut Busack.

3. Old Business
        a. Discussion with Ralph Carter re: LRPC Transportation Advisory Committee, LRPC Transportation Plan, and DOT 10-year plan.
        Bob Ward asked Ralph Carter to address the Planning Board to speak on the NHDOT 10-Year Plan, LRPC Transportation Plan and the Transportation Advisory Committee. Ralph Carter stated that he would speak on the NHDOT 10-Year Plan first. Mr. Carter stated that there is an on going budget crunch with State funded projects. The projects listed in the 10-Year Plan totaled four billion dollars. The former NHDOT Commissioner cut that to 2.3 billion dollars and the projected budget will include 2.2 billion dollars for projects. The Legislature is currently working to approve the 2.3 billion dollar plan. This plan will not allow individual communities to put in for new projects.
        Mr. Carter stated that he attended the GACIT (Governors Advisory Commission on Intermodal Transportation) meeting in Franklin where the Franklin Corridor study was discussed. Mr. Carter also stated that changing the 10-Year Plan to a 6-year plan was discussed as it is more realistic.
        Dick Gardner asked if there were any projects in Sanbornton included in the Plan. Mr. Carter stated that of the initial 10 proposed projects for the Lakes Region only 4 remain. He further stated that the criteria is to fix safety hazards and to maintain what is already in place without expansion. Dick Gardner asked what the Planning Board can do in regards to new subdivisions. Mr. Carter stated that impact fees could be assessed. Don Bormes stated that as an example the Planning Board could require that dirt roads be paved or widened at the expense of the developer. Bob Ward stated that to initiate impact fees a Master Plan, Zoning Ordinance and CIP need to be in place, so Sanbornton could in fact impose these fees on new development.
        Ralph Carter stated that the Transportation Advisory Committee is currently working on a 10-year plan also. Alternative modes of transportation are being considered as well.
        Mr. Carter stated that the NH DES Comprehensive Shoreline Protection Act (CSPA) went into effect on April 1, 2008. He further stated that he and Carmine Cioffi are working with Arlene Allen of NH DES to put together a workshop to be held in Sanbornton. All Town Boards as well as the public, developers and contractors would be invited to attend. Bob Ward stated that NH DES will be sending Towns a list of all water bodies affected by the new CSPA regulations. The list will also include a map.

        
b. Master Plan status report
        Bob Ward stated that 1,645 surveys were mailed out and to date 320 have been returned. This amounts to just under the 20%, which was the goal. Bob Ward stated that the Planning Board secretary has been working on the tabulation from her home which are billable hours and stated that the total tabulation could cost a couple of hundred dollars. Mr. Ward asked if any Planning Board members would like to volunteer time to assist in the tabulations to cut the cost. Dick Gardner stated that Sant Bani School may be interested in doing such tasks in the future but felt that it is too last minute to ask for assistance regarding tabulations.
        Bob Ward stated that at their previous meeting the Planning Board had discussed an additional mailing to out-of-town land owners. He stated that the additional cost of approximately $310 would be necessary to mail the additional 600 surveys. Mr. Ward further stated that the additional surveys would more than likely represent either seasonal homes or vacant land. Bob Ward stated that the Master Plan Advisory Committee (MPAC) voted unanimously to send out the additional surveys. A press release would be issued stating that a grace period has been initiated for anyone who would like to respond to the survey. Steve Ober stated concern that the response from the out-of-town land owners would not truly reflect the Town’s wants or needs as they have no vested interest. Dick Gardner asked if the additional surveys could be coded so that responses could be compared. Bob Ward stated that they could. Dick Gardner made a motion to proceed with the mailing of the additional surveys to the non-local addresses, seconded by Terry Lewis. All in favor, motion carried. Bob Ward stated that he would contact Sant Bani School for information regarding volunteering.
        Bob Ward stated that the MPAC is currently working on the Transportation Section of the Master Plan. He further stated that the Committee feels very strongly that the preparation of the Master Plan requires an analysis of the transportation system and agrees that looking at traffic counts is important. He further stated that the MPAC agrees with the Planning Board that the Board of Selectmen should be approached in regards to assuming fully or at least sharing the cost of the traffic volume study as it will be extremely helpful to the Town as well. Bob Ward stated that Town Administrator Bruce Kneur had approached him in regards to developing a Transportation Improvement Plan (TIP) study. Lakes Region Planning Commission (LRPC) could conduct this study and are currently preparing a proposal for Sanbornton. Bob Ward stated that the MPAC recommended that the Planning Board support the need for preparation of a TIP study. Dick Gardner stated that utilizing the Police Department, Fire Department and Highway Department would be more cost effective and probably provide a more accurate account than an outside engineer. Dick Gardner made a motion to approve the traffic volume study as well as the functional classification study of the roads as part of the Transportation Section of the Master Plan, seconded by Carmine Cioffi. All in favor, motion carried.

        c. Continued review of Planning Board “RULES OF PROCEEDURE”
        Carried over.

4. New Business
        Status report re: Land Conservation Area methodology and structure
        Bob Ward stated that he has contacted the Lakes Region Conservation Trust and has gotten no response thus far. He further stated that he will also contact the LRPC for information regarding Land Conservation Areas. Bob Ward handed out the “generic” language for all Land Conservation Areas which will appear on all subdivision plans in the future. The wording covered on all the points from the Subdivision Regulations and is an effort to provide consistent language on all approved subdivision plats.

6. Planners Update
        Bob Ward stated that he had received a copy of a Minimum Expedited Dredge and Fill application from the Sanbornton Conservation Commission.  The property owner, John Claridge, proposes to construct a 1110 foot cul-de-sac road as part of a proposed 6-lot subdivision off of NH Route 127. He further stated that the Conservation Commission has a review and comment responsibility on these Dredge and Fill applications. Sanbornton’s Subdivision Regulations only allows 1,000 foot cul-de-sacs or dead-end roads. The owner of this property has not yet submitted an application for subdivision review and approval by the Planning Board. The permit for Dredge and Fill shows only the proposed cul-de-sac road but no proposed lot lay-out. The Planning Board members asked Bob Ward, Town Planner to write a letter of inquiry to the owner of the property.

        Bob Ward stated that the terms of several Planning Board members and alternates are up for renewal at this years Town Meeting. Don Bormes, Carmine Cioffi, Steve Ober, Evelyn Auger and Terry Lewis need to express any interest in continuing their service on the Planning Board by writing a letter to the Board of Selectmen stating their intentions.
